an HDB pass around their neck. Yes each of us plays a very important role in HDB’s journey to be future-ready.
Riding the waves
of change has become a new normal for all of us. And what better way forward than to embrace change with refreshed plans and
renewed culture building efforts.

I urge all of us to be the positive force that we can be in writing the next episode of HDB’s transformation journey. Let’s collectively own this vision. Together, we can build a resilient HDB towards a brighter tomorrow.
Strategy #1: Managing Immediate Priorities
- Our construction industry is facing severe manpower shortage, resulting in project delays. As Singapore’s largest developer, we should implement measures to boost construction productivity and resilience. We must also engage, and better support homeowners affected by the project delays.
- There are evolving challenges and expectations for more consultations and engagement in land-use planning. We need to strengthen our capabilities and develop good plans which are flexible and robust. This will ensure adequate and timely supply of housing.
Strategy #2: Rebalancing our Long-Term Priorities
- Between new and existing estates: We must continue to design innovative, smart and sustainable homes, as well as deliver well on our upgrading programmes and housing management to help our residents Live Well, Live Connected and Live Smart.
- Between current and future needs: We need to support the current housing needs of our seniors and singles, while ensuring that we review our planning and design holistically to meet emerging needs in the new normal.
- Between traditional and other customer segments: We have to support the first-timers, young families, seniors and low-income families, so that no one is left behind.
Strategy #3: Strengthening Organisational Culture & Leadership
- To transform as One HDB, we need to continue to:
- Reduce the leadership distance and be present for staff
- Leverage collective leadership and power of teams to drive change
- Partner staff in professional and career growth
- Develop our core competencies to be future-ready
- Provide tools and spaces to work better together
- Show care to one another
- More importantly, building a resilient culture starts with us. As we enter into a new chapter of our transformation, each of us as HDB Ambassadors must level-up to be ABC2!
